The problem atm specially is that the last site i know of that had such thing was eve-i, and that site has been gone for a long time. Oh, and it wasnt CCP-run, either.

Specially since OP is right on the mark about the issues.
I, too, am one of those types that doesnt want to rely fan-sites for ingame info, and prefer to find out about stuff without first buying the items, fitting and testing them by myself. Anyone recall any blizzard games like, say, diablo 2 ?
Diablo 2 had (still has ?) OFFICIAL site with detailed info about every single item, skill, modification and use of those, before i even started playing it oh, so long ago (2001, iirc).
Why is to hard to same thing for EVE ? List of every item on website, including those not found on spammed on TRADE-chats, their purpose, effects and uses - and common setups - in form of wiki ?
Guildwars is lightyers ahead of EVE and eve started, what, 2 years earlier ?
If its not lazyness, arrogance or hindsight from CCP's part - then what is it, actually ? No excuses can reduce the fact that after 4 years there is still no manual of any kind for EVE. no index of ingame items, nor even any reference about the balance issues currently being looked into/worked on/"fixed" in last patch.
See Guildwars official site and every single patch that banaled anything has detailed, exact description of that balance.
Im guessing im such a noob or whiner as after soon 4 years of playingm and waiting, i finally gave up on the dream of CCP actually doing something about it ?
Well, heres the only thing that i'll ask :
OPEN EVE-WIKI
, and let the players do that manual, the reference list and the guides for eve gameplay for you.
